Base Liquor(s):
1 oz of Bourbon
5 oz of Champagne

Liquer(s):
1/2 oz of Cointreau

Other Ingredient(s):
7 dashes of Angostura bitters
7 dashes of Peychaud's bitters

Steps:

Pour the bourbon, Cointreau, and bitters into a champagne flute and stir.
Add the champagne.
Stir again and garnish with an orange twist.
